Use the neon glow. Each text layer has a glow radius slider and a glow accent colour, which adds a soft halo around the letters. A glow in a contrasting colour helps text stay readable over a detailed or low-contrast background. You can also pick a fill colour that contrasts with the area of the photo behind the text.

Just drag it. Once a text layer is on the canvas, click and drag it to position it anywhere on the image. Use the zoom controls to get in close for fine placement, then use "Fit to Screen" to see the whole image again before you export. Each layer moves independently.
